Migrates Oracle PL/SQL stored procedures to PostgreSQL PL/pgSQL. Translates Oracle-specific syntax, preserves method signatures and type-anchored parameters, leverages orafce where appropriate, and applies explicit collation mapping (`COLLATE "C"` only when appropriate, locale collations when required).
